Annual Meeting
March 30, 2004, 6:30 pm
Meeting was called to order at 6:35pm by Mr. Grover Shugart, President. Mr. Shugart welcomed everyone and introduced Shirley Byerly and Wendy Gallimore, property managers from Terry Byerly Property Management.
Mr. Shugart asked for a motion to dispense with the roll call and use the check-in sheet used as members entered the meeting as official record of attendance. Motion was made and duly seconded. Motion carried unanimously. Mrs. Byerly advised Mr. Shugart that a quorum, as required by the bylaws, was present.
The next item of business was the approval of the minutes of the November 19, 2002 meeting. Many of the members present had not received a copy of the minutes. Those in attendance asked that Mrs. Gallimore read the minutes. After the reading of the minutes motion was made and seconded to accept the minutes as presented. Motion carried unanimously.
Mr. Shugart advised the member that the walking trails were discussed at length last year and most of the members in attendance were upset that the trails had not been completed. Mr. Shugart stated that the funding from the High Point City Recreation Department did not work out and the developer had started the installation of the trails and connectors. Since the city did not approve the trails and provide the funding, the association will be responsible for maintenance and upkeep. The cost of maintenance will be $175.00 monthly which includes trimming one time per month during the growing season and removing litter two times per month.
Mrs. Gallimore asked if anyone had any questions about the budget or financial statement mailed to the members. The association members that live in the townhomes did not receive a copy of the 2004 budget or 2003 financial statement. Mrs. Gallimore apologized for the oversight and assured those members that a copy would be mailed to them.
The floor was opened for discussion of any new business. One homeowner questioned the reasoning for placing garbage toters behind the homes or in the garage. In the city of High Point all garbage must be placed in the toter to be picked up and all homeowners have the same toter. The Restrictive Covenants state that the garbage cans must not be seen from the street, but the toter is much larger and placing it in the garage or behind the house is inconvenient. The motion was made to change the wording of the Declaration of Master Covenants, Conditions, Reservations and Restrictions for Laurel Oak Ranch, section III, article 3.9 Trash Receptacles to the following:
Trash receptacles shall be in complete conformity with sanitary rules and regulations adopted by the Association or Phase Association having jurisdiction. All High Point garbage Toters shall be neatly kept on the non-street side of all homes. A parcel of multifamily lot may require receptacles near an access road that will be regulated by the Phase Association. If the governmental authority or trash collection company requires the trash receptacles to be placed on the road for collection then the receptacles may be placed where required for collection on the night before collection and remove the day of collection.
Motion was seconded and after some discussion, passed unanimously.
There was a lot of concern about the access to the walking trails being too steep in most places. There is also a problem with water standing is some areas on the trails. Mr. Shugart advised the homeowners that the trails are still under construction and if there are problems the management company will meet with Brian Shugart and address these matters with him.
The bank behind the homes on Old Plank Road needs some attention. The ownership of the bank needs to be determined. If it is determined that the homeowners own the bank, the association will not maintain the area. Any changes in landscaping on the bank must be submitted to the Architectural Review Committee before any work is started.
There was some question as to who is responsible for scraping the streets when it snows. The streets are public and the association is not responsible for maintenance or scraping snow. The association will have to consult with the City of High Point regarding the liability it would be incurring if the association decided to hire a contractor to scrape the streets.
Several homeowners had complaints about trees dying or leaning. The management company will look into these areas and see what needs to be done.
Some homeowners that live in Laurel Village are concerned about how close the houses are and the amendment that was passed allowing garbage toters to be stored beside the house. Mr. Shugart advised that the Village can develop there own set of Rules and Regulations for their section and appeal to the Master Association board to approve them.
Mr. Shugart advised the homeowners that control of the association should be turned over to the homeowners in November, 2004. A notice will be mailed to all owners and if anyone is interested in being on the Board of Directors they should contact the management office.
Other issues mentioned during the meeting included dogs being walked in the playground area and relieving themselves an the owner not cleaning up the mess; on street parking problems; storm drain covers being too high; and an area being set aside for storage of boats, campers and trailers.
Business meeting adjourned at 8:05pm.

We will be having an Adult Swim night, a community Swim Day and a late night family swim each month.
